The Bureau of Reclamation failed to supply water to the local farmers, keeping it in Upper Klamath Lake to protect the habitat of the endangered suckerfish. This action caused protests from the affected farmers, whose land and livelihood were at risk. Protesters tried to force open the irrigation head gates, after the Bureau of Reclamation had them welded shut. The Crisis events received national media attention.
